Over forty-two million Americans are anxiously awaiting to hear if the federal government will utilize contingency money to supply billions of dollars in food aid.

Judges issued the White House until Monday noon Eastern Time (5:00 PM GMT) to give updates about how it plans to pay for the Supplemental Nutrition Assistance Program, also known as food assistance.

Financial support for the initiative is still uncertain due to the extended federal closure caused by the failure of lawmakers to approve a funding deal.

Despite the judges' ruling or alternative solution, millions Americans have been deprived of essential nutrition support since money for the system expired on Saturday.

State Administration and Federal Funding

While state governments manage the benefits, the initiative depends on funds from the federal government, which has been without budget and closed since October 1st.

Courts in Massachusetts and Rhode Island determined that the USDA needs to use $5.25 billion (four billion pounds) in emergency funds to provide some funding to recipients on food stamps.

The program costs about $8bn per month.

Court Actions and Government Response

US President Donald Trump earlier stated he had instructed government lawyers to inquire with the courts how the administration could lawfully fund food stamps, stating: "Even if we get immediate guidance, it will sadly be delayed."

On Sunday, the Treasury Secretary said in a CNN interview that the commander-in-chief wanted to hear from the judiciary about how to legally move money around to fund assistance disbursements but they could be distributed as early as mid-week.

"There's a process that must be adhered to," the Secretary said. "Therefore, we've got to figure out what the process is."

Late last month, the USDA said it will stop providing food assistance funds starting 01 November because of the federal closure, stating: "Resources are exhausted."

Lawsuits and Local Reactions

Numerous states and the Washington DC sued the government over the assistance suspension and argued that they have a statutory duty to maintain the initiative in their jurisdictions.

Separately, municipalities and non-profits also initiated legal action.

With uncertainty surrounding federal Snap funding, several states said they would use their state funds to fund Snap benefits.
