Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Considerable effort is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a need that European nations are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but averting a total frontline collapse until conditions improve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
